We asked Forum members and the following were their suggestions…

Manhattan Space Scheduling. (Formally Datacraft, then Trimble but then taken over by MRI Software) have an app option for self-booking. 

Condeco Global Booking system for internal room bookings on a self-service basis and we can support the managed rooms via requests through our Reservations team.

We are in are in the process of configuring a new room booking system (EMS). This system does give the option of end users booking their own rooms.
